Постановление ЦК ВКП(б)
О РЕАЛИЗАЦИИ РЕШЕНИЙ ПЛЕНУМА ЦК ВКП(Б) ОБ ОБУЧЕНИИ И ПЕРЕПОДГОТОВКЕ ПАРТИЙНЫХ КАДРОВ.
1. Утвердить общий контингент слушателей: а) Партийных курсов»; б) «Ленинских курсов»; в) «Курсов по истории и политике партии при ЦК ВКП(б)» (см. Приложение No 1).
2. Создать дополнительно, к намеченным Пленумом ЦК ВКП(б), «Ленинские курсы» в г.г. Ростове и Алма-Ата.
Утвердить прикрепление секретарей райкомов партии всех областей, краев и республик к «Ленинским курсам» (см. приложение No 2).
3. Установить начало занятий:
а) с 15 июня 1937 г. – на «Партийных курсах» в областях, краях и республиках;
б) с 1 июля 1937 г. – на «Ленинских курсах» в г.г.Новосибирске, Куйбышеве, Горьком, Ленинграде, Москве, Ташкенте, Киеве, Свердловске, Тбилиси, Ростове и Алма-Ате;
в) с 15 июня 1937 г. – на «Курсах по истории и политике партии при ЦК ВКП(б)».
4. Поручить:
а) обкомам, крайкомам и ЦК нацкомпартий к 20 мая 1937 года обеспечить «партийные курсы» оборудованными помещениями (учебным и общежитиями) и подобрать директоров и преподавателей этих курсов. (3)
Существующие областные, краевые и республиканские курсы маркcизма-ленинизма и институты марксизма-ленинизма ликвидировать, передав всю из материальную базу для организации «Партийных курсов»;
б) Московскому и Ленинградскому обкомам ВКП(б), ЦК КП(б)У, Западно-Сибирскому, Азово-Черноморскому, Казахстанскому и Горьковскому крайкомам ВКП(б), ЦК КП(б) Узбекистана, ЦК КП(б) Грузии, Куйбышевскому Свердловскому обкомам ВКП(б) к 20 мая 1937 года обеспечить оборудованными помещениями (учебными и общежитиями) «Ленинские курсы»;
в) отделу руководящих партийных органов ЦК ВКП(б) подготовить к 20 мая 1937 года все необходимое для организации «Курсов по истории и политике партии при ЦК ВКП(б)».
5. Поручить Секретариату ЦК ВКП(б):
а) к 20 апреля 1937 года утвердить состав директоров «Партийных курсов» и «Ленинских курсов»;
б) к 1 мая 1937 г. разработать и внести на утверждение Политбюро учебные планы на «Партийных курсах», «Ленинских курсах» и на «Курсах по истории и политике партии при ЦК ВКП(б)»;
в) к 1 мая 1937 года утвердить состав преподавателей на «Ленинских курсах» и на «Курсах по истории и политике партии при ЦК ВКП(б)».
6. Утвердить сметы на организацию и содержание: а) «Партийных курсов; б) «Ленинских курсов»; в) «Курсов по истории и политике партии при ЦК ВКП(б)». (См. приложение No 3).
Установить, что для слушателей «Партийных курсов» обеспечивается бесплатное общежитие, питание, оплата проезда с места работы на курсы и обратно, а также заработная плата, выплачиваемая соответствующими предприятиями и учреждениями по месту их работы до командирования на курсы.
7. Настоящее решение внести на утверждение Политбюро.

Resolution of VKP(b) Central Committee

ON THE IMPLEMENTATION OF THE DECISIONS OF THE PLENUM OF THE VKP(B) CENTRAL COMMITTEE ON THE INSTRUCTION AND ADVANCED TRAINING OF PARTY CADRES.

1. The overall contingent of students is approved for: a) the “Party Courses”; b) the “Leninist Courses”; c) “Courses on the History and Politics of the Party Under the VKP(b) Central Committee” (see Appendix 1).

2. In addition to those planned by the Plenum of the VKP(b) Central Committee, “Leninist Courses” are to be set up in the cities of Rostov and Alma-Ata.

The assignment of the secretaries of raion party committees in all oblasts, krais and republics to the “Leninist Courses” is approved (see Appendix 2).

3. Classes are to begin:

a) on 15 June 1937 for the “Party Courses” in oblasts, krais and republics;

b) on 1 July 1937 for the “Leninist Courses” in the cities of Novosibirsk, Kuibyshev, Gorky, Leningrad, Moscow, Tashkent, Kiev, Sverdlovsk, Tbilisi, Rostov and Alma-Ata;

c) on 15 June 1937 for the “Courses on the History and Politics of the Party Under the VKP(b) Central Committee.”

4) Instructions are issued to:

a) oblast committees, krai committees and the central committees of national-minority communist parties to provide equipped facilities (classroom space and dormitories) for the “Party Courses” and to select directors and instructors for these courses by 20 May 1937. (3)

Abolish existing oblast, krai and republic courses in Marxism-Leninism and institutes of Marxism-Leninism and take over all of their physical resources to organize the “Party Courses”;

b) the Moscow and Leningrad oblast committees of the VKP(b), the Central Committee of the KP(b)U [of Ukraine], the Western Siberian, Azov and Black Sea, Kazakhstan and Gorky krai committees of the VKP(b), the Central Committee of the KP(b) of Uzbekistan, Central Committee of the KP(b) of Georgia and the Kuibyshev [and] Sverdlovsk oblast committees of the VKP(b) to provide equipped facilities (classroom space and dormitories) for the “Leninist Courses” by 20 May 1937;

c) the department of leading party bodies of the VKP(b) Central Committee to provide everything necessary for organizing the “Courses on the History and Politics of the Party Under the VKP(b) Central Committee.”

5. Instructions are issued to the Secretariat of the VKP(b) Central Committee:

a) to approve the list of directors for the “Party Courses” and “Leninist Courses” by 20 April 1937;

b)  to draw up and submit for approval by the Politburo curricula for the “Party Courses”, “Leninist Courses” and the “Courses on the History and Politics of the Party Under the VKP(b) Central Committee” by 1 May 1937;

c) to approve the list of instructors for the “Leninist Courses” and “Courses on the History and Politics of the Party Under the VKP(b) Central Committee” by 1 May 1937.

6. Estimates are approved for organizing and supporting: a) the “Party Courses”; b) the “Leninist Courses”; c) the “Courses on the History and Politics of the Party Under the VKP(b) Central Committee” (see Appendix 3).

It is hereby resolved that students of the “Party Courses” are to be provided with free lodging, meals and the cost of travel from their place of work to the courses and back and with the wages that are payable by their respective enterprises and institutions at their place of work before they are sent to the courses.

7. This decision is to be submitted for approval by the Politburo.
